CDE
is a firm of highly qualified, motivated Egyptian professionals. It
provides services to both public and private institutions. Members
of the firms have provided community based organizations and private
volunteer organizations with necessary support and training. Members
of the team have long working experience in the fields of programme
and project planning and implementation. Furthermore, the firm has
experience in programme and project monitoring, verification and
evaluation as well.
Areas of expertise include, but not limited to, project formulation,
management, monitoring and evaluation. Other spheres of expertise
include environmental management and planning, tourism,
agricultural; development, community development both urban and
rural, private sector business plans formulation and execution,
conducting social and economic studies, and last but not least,
preparing regional and national plans. Policy and strategy analyses,
institutional development and capacity building, and human resource
development are also among the scope of the firm. Members of the
firm have solid knowledge in the field of developing both social and
physical infrastructures.
Members affiliated to the firm have provided both public and private
manufacturing establishments with necessary measures to mitigate and
abate pollution. Members of CDE have provided key industrial plants
in Egypt and abroad with necessary solutions and schemes for
industrial pollution prevention. Chemical industries, food
processing industries, and spinning and weaving industries are among
our clients in Egypt.
The firm has strong working relationships with line ministries, such
as the Ministry of Agriculture and Land Reclamation, Ministry of
Housing, Utilities and Urban Communities, Ministry of Water
Resources and Irrigation, and Ministry of State for Environmental
Affairs. The firm is experienced in local administration, where
members of the firm delivered training in number of Governorates
under the overall supervision of the Ministry of Local Development.
The firm has linkages to research institutions. Major non-government
organizations are clients of the firm. In addition, member of the
team are familiar with the donor community active in Egypt.
Last year, CDE participated in the global process for evaluating
Global Environment Fund (GEF) Small Grants Projects (SGP) in Egypt.
CDE documented more than sixty SGPs, and was invited to participate
in the evaluation of four SGPs. The CDE proposal was selected, and
GEF granted the company a contract to conduct the evaluation. UNDP
independent consultant accepted all evaluation reports without
reservation.
Our team leader, Professor Ahmed El-Kholei, has proven his
administrative skills and managerial capacities in several regional
and national projects, where he formulated and supervised the work
of groups of national and international consultants of diverse
disciplines. His competencies in managing these teams assured
producing the deliverables on timely schedule and to the
satisfaction of the client within planned budget. Controlling the
quality of the output is El-Kholei’s distinctive attribute. Dr. El-Kholei,
President of CDE, has participated and led several evaluations. In
1999 he evaluated the UNDP-WHO Healthy Villages project that the
Organization for Reconstruction and Development of the Egyptian
Villageexecuted. During 1999-2001 he headed UNDP-Capacity 21 Unit at
EEAA to formulate the National Environmental Action Plan 2002-2017.
He visited the Sudan and Djibouti to evaluate the UNDP-Capacity 21
projects in the two countries. In 2003, UNDP-RBAS hired him to
formulate a regional project to establish network of national and
local observatories in six Arab countries. Lately, the UN
Secretary-General has appointed him as one of 12 members of the
Advisory Group for the Central Emergency Relief Fund (CERF) within
OCHA.
